How Much Does a Roof Inspection Cost in Florida, and Are They Free?

Free at Coastline, estimate included: no trip or diagnostic fee, and a photo report you keep. Angi's July 2026 data puts a paid Tampa roof inspection at $96 to $191. Insurance forms need a licensed inspector: Florida's Insurance Consumer Advocate puts a standalone four-point at $100 to $300, and Angi puts most wind mitigation inspections nationally at $85 to $125.

The word free gets used a lot in roofing, and it doesn't always mean the same thing. A roofer's free estimate and a signed four-point or wind mitigation form for your insurer are different jobs, with different rules on who can do them. Here's what each one costs and when you actually need it.

Are roof inspections free in Florida?

Often, when a roofer inspects your roof to write a repair or replacement estimate. Ours is free, with no trip fee, no diagnostic fee and no obligation. An inspection that ends in a signed form for your insurer usually costs money.

Angi's roof inspection guide (updated July 15, 2026) says some roofers offer free inspections while writing a quote, and warns they may not "meet the requirements of your lending or insurance company." Its guide on estimates (July 2026) says estimates are "usually free" from the company hoping to do the work.

A free inspection is normal. A prize for one is not.

Florida Statutes section 489.147(2)(b) bars a contractor from offering a gift card, cash, a waived deductible or anything else of value in exchange for inspecting your roof, and section 489.147(3) allows fines up to $10,000 per violation. HomeGuide (December 2025) also warns that some roofing scams begin with an unsolicited free inspection.

How much do the different roof and home inspections cost in Florida?

Angi puts a standard roof inspection in Tampa at $96 to $191 and in Orlando at $105 to $172 (both updated July 14, 2026). Insurance forms and home inspections are priced separately, below.

The national range covers very different jobs: Angi's national guide (July 15, 2026) lists a physical inspection at $75 to $200, a drone inspection at $150 to $400 and an infrared scan at $400 to $600.

These are market ranges, not our prices. Our inspection and estimate are free, and any repair or replacement is quoted individually, in writing, after we've seen the roof. Four-point and wind mitigation fees go to the licensed inspector who does that work.

Paid inspections

When do I have to pay for an inspection?

When an insurer or a home sale calls for a specific signed form. Each has its own rules on who can sign, and a roofer's free estimate doesn't replace any of them. Coastline doesn't perform or sign any of these forms.

Four-point inspection

Citizens requires one on applications for homes more than 20 years old. It covers the roof, electrical, plumbing and HVAC, and generally takes about an hour, per the state's consumer guide. Citizens' own form accepts it from a Florida-licensed general, residential or building contractor, building code inspector or home inspector.

Wind mitigation (OIR-B1-1802)

It records the features that earn wind credits, and inspections since April 1, 2026 use the Rev. 04/26 version. Florida Statutes section 627.711(2)(a) lists the signers: a licensed home inspector with hurricane mitigation training, building code inspector, general, building or residential contractor, engineer, architect, or anyone else your insurer recognizes as qualified. Roofing contractors aren't named.

Citizens roof inspection form

Citizens wants proof of at least five years of useful life on shingle roofs older than 25 years and tile, metal or other hard roofs older than 50. Its Roof Inspection Form lists general, residential, building and roofing contractors, building code inspectors and home inspectors as signers for that form.

Home inspection for a sale

A buyer's home inspector must hold a license under Florida Statutes chapter 468, part XV. Section 468.8311 defines the job as a limited visual exam of the main systems, roof covering included, and section 468.8319(1)(f) bars the inspector from offering repairs on a home their company reported on.

My Safe Florida Home

Can I get a free wind mitigation inspection?

Yes, if your home qualifies for My Safe Florida Home, the state program under Florida Statutes section 215.5586. As of September 2026, its homepage says free wind mitigation inspections are available. Check there for current status before you pay.

The program calls the inspection "free of charge and with no obligation." Under section 215.5586(1)(a)2., the home must be:

  • A single-family home on its own parcel: detached, or attached and no more than three stories
  • Built on the property rather than in a factory, and lived in by you
  • Covered by your homestead exemption

There's no income or home-value limit for the inspection, and section 215.5586(1)(c) lets you get one without applying for a grant. The program lists condos, mobile homes, second homes, vacation homes and rentals as ineligible.

Upgrade grants (up to $10,000) require an insured value of $700,000 or less, a home built before January 1, 2008, and a low or moderate income. The statute makes the program "subject to annual legislative appropriations," so check the official My Safe Florida Home website first.

What does a free roof inspection from Coastline include?

A drone-assisted look at your roof, a written photo report that's yours to keep, and a plain answer: repair it, replace it, or leave it alone for now. If it needs work, you get a written estimate, line by line.

What it isn't: a four-point, a wind mitigation report, a roof certification or a Citizens roof inspection form. Coastline doesn't perform or sign any of those; a licensed inspector does. After every roof replacement, we coordinate a licensed wind mitigation inspector so you get a completed 1802 for your insurer.

When should I get my roof inspected?

After a named storm, before you list a house, when your insurer questions your roof's age, and whenever a stain shows up on a ceiling.

Your right to an inspection before a forced replacement

Florida Statutes section 627.7011(5)(b) says an insurer may not refuse to issue or renew a homeowner's policy on a roof less than 15 years old solely because of its age. For a roof 15 or older, section 627.7011(5)(c) says the insurer must let you have a roof inspection "by an authorized inspector at the homeowner's expense" before it requires a replacement. If it shows 5 or more years of useful life left, age alone can't be the reason to turn you down.

More questions about inspection costs

Is a roofing estimate the same as a roof inspection?

Not always. Angi's guide on the difference says estimates are usually free, while free standalone inspections are hard to find. Ours does both at no charge: we inspect, send the photo report, and if the roof needs work, write an itemized estimate.

Who pays for an inspection my insurance company asks for?

Usually you do. A 2021 Citizens committee document lists four-point, roof certification and wind mitigation inspections under "Inspection costs currently paid for by customers," and section 627.7011(5)(c) puts the roof inspection on an older roof "at the homeowner's expense." The main exception is a free My Safe Florida Home wind mitigation inspection, for homes that qualify.

Can a roofing contractor sign a four-point inspection form?

Citizens doesn't list roofing contractors among the professionals who can sign its four-point form. Coastline doesn't perform or sign four-point inspections. Book one with a licensed inspector, and if it flags the roof, we'll inspect it and quote the repair for free.

How recent does a four-point report need to be?

Ask your insurer before you book. The state's consumer guide says the report generally must be dated within the 30 days before you submit the insurance application, but each insurance company sets its own window.
