Which flat roof system costs the least up front?

A coating, as long as the roof under it is sound and dry, because nothing gets torn off or hauled away. Among new roofs, the guides' ranges for TPO, modified bitumen and built-up overlap so much that no one system is always cheapest.

Coatings. Angi's roof coating guide (updated August 5, 2026) prices installed acrylic at $0.65 to $1.75 per square foot and silicone at $1.50 to $2.50. HomeAdvisor (updated June 17, 2026), part of the same company as Angi, says coating an existing weathered roof "may cost $0.50 to $3 less per square foot than a complete tear-off and replacement."

Modified bitumen. This asphalt-based roll roofing comes in two main types. Angi's torch-down guide (updated August 1, 2026) puts SBS at $3.50 to $6.50 per square foot and APP at $4 to $7, materials and labor together.

TPO. With this white single-ply membrane, thickness moves the price. Fixr's TPO article (September 10, 2026) gives installed prices of $3.00 to $4.50 per square foot for 45-mil, $4.00 to $6.50 for 60-mil and $5.50 to $8.50 for 80-mil (a mil is a thousandth of an inch). The same article puts a TPO roofing system at $4.50 to $16 installed without explaining the gap, so compare like with like.

What drives the price of a commercial flat roof?

Size first, then everything that breaks up the membrane: HVAC curbs, vents and drains. Insulation, rotted decking, access and the permit add to it.

HomeGuide's flat roof guide says complex shapes, multiple penetrations and hard-to-access roofs raise labor costs, and that large commercial roofs may get bulk material discounts but can need cranes, storage and special permits. Fixr's TPO article adds that penetrations like HVAC units and vents "demand more intricate detailing and flashing work."
